After a certian level, hackers should be able to buy Tor software, allowing them to mask or change their IP address. To counter this, hackers should also be able to purchase Anti-Tor software, which allows them to unmask another player's IP, like passcrack.
The command to unmask should look something like this:
tor (ip adress)
The hackers would then be presented with a list of IP addresses (once again, like passcrack) from which they have to chose from.

I agree on this one. This would be great with that sending your avatar thing you suggested.
If while sending avatar defender would be able to get your ip(maybe with some software), you could change it before counter-hack.
